Legal Framework — EU TPD Implementation
The Netherlands implements EU Temporary Protection through its own national framework, managed by municipalities rather than the central immigration service (IND):

⚠️ Europe's worst housing shortage meets refugee accommodation
The Netherlands has had a severe housing shortage (estimated 390,000 homes deficit) long before Ukrainian refugees arrived. Adding ~115K people intensified existing pressures:
- Emergency accommodation — initially in sports halls, cruise ships, hotels, and converted office buildings
- Municipal fatigue — some municipalities refuse additional placements, citing infrastructure limits
- Phase-out pressure — government pushing municipalities to end emergency accommodation by 2026
- Private market impossible — average rent in Amsterdam €1,800+/month; even smaller cities €1,000+
- Social housing waitlists — 10+ year waits in major cities; Ukrainians not eligible
The housing situation is the single biggest challenge for Ukrainians in the Netherlands. Those who find employment often cannot find affordable housing, creating a paradox where working Ukrainians remain in emergency shelters.
Employment
Dutch employers in agriculture (greenhouses), logistics (warehouses), and food processing actively recruit Ukrainians. English proficiency is higher than average, enabling some skilled employment in tech and services. The Dutch language, while challenging, is not always required — many workplaces operate in English.
Political Dynamics — Wilders Government
The PVV-led coalition government (since late 2023) has made immigration restriction its centrepiece. While Ukrainian refugees are not the primary target (asylum seekers are), they are affected by the general hardening:
- Faster phase-out of municipal emergency accommodation
- Financial contribution requirements for Ukrainians with income
- Political rhetoric linking all refugees (including Ukrainians) to the housing crisis
- However, EU TPD protections are binding — the government cannot unilaterally end temporary protection
- The Netherlands remains one of the strongest EU supporters of Ukraine militarily
