CUAET (Canada-Ukraine Authorization for Emergency Travel) was launched in March 2022 as one of the most generous refugee programmes globally:
What CUAET provided
- 3-year open work permit — work for any employer without restriction
- No application fee — free visa and work permit
- Temporary accommodation — hotels for initial 2-week settlement period
- Settlement services — language training (LINC), job search, orientation
- Healthcare — Interim Federal Health Program (IFHP) coverage
- Children's education — immediate school enrolment
Permanent Residency — The Canadian Advantage
Canada is the only major host country offering a clear, accessible pathway to permanent residency for Ukrainian refugees. Unlike the EU (temporary protection, no settlement path) or the US (TPS, uncertain), Canada's immigration system is designed for permanent integration:
- Express Entry — skilled workers can apply after 1 year of Canadian experience (CRS points)
- Provincial Nominee Programs — Alberta, Saskatchewan, Manitoba, and Ontario have Ukrainian-specific streams
- Canadian Experience Class — 1 year of skilled work in Canada qualifies
- Family sponsorship — established Ukrainian-Canadians can sponsor relatives
- Estimated 30–40% of CUAET arrivals will obtain PR by end of 2026
